周日,中国驻缅甸使馆发表声明要求缅甸当地警方采取有力措施,保障中资企业及人员安全,同时再次向中国在缅企业和人员发出安全提示。
The Chinese Embassy in Myanmar on Sunday urged Myanmar to take effective measures to stop violence and punish perpetrators after several Chinese-funded factories were smashed and burned by lawbreakers on Sunday, which led to several Chinese being injured.
"China urges Myanmar to take further effective measures to stop all acts of violence, punish the perpetrators in accordance with the law and ensure the safety of life and property of Chinese companies and personnel in Myanmar," read the statement.
当天下午,缅甸仰光莱达雅工业区多家中资工厂遭不法分子打砸抢烧,多名中方人员受伤,有员工一度被困。
莱达雅位于仰光西部,作为最早的开发区之一,这里吸引了许多来自纺织、制衣行业的中资企业投资。
使馆声明表示,中国对缅友好政策面向全体缅甸人民,中缅经贸合作始终基于互利共赢原则,尤其注重惠及缅当地民众。此次受害的绝大多数企业来自纺织制衣行业,中方企业在这个领域的投资为缅甸创造近40万个就业机会。不法分子的行为同样损害缅甸民众的利益。
声明称,此次打砸抢烧事件性质十分恶劣。中方要求缅方进一步采取有效措施,制止一切暴力行为,依法查处相关肇事者,确保在缅中国企业和人员的生命和财产安全。我们呼吁缅甸民众合法表达诉求,不被煽动和利用,破坏中缅友好合作。
China also called on the people of Myanmar to express their demands in a lawful manner and not to be incited or used in a way that undermines Sino-Myanmar ties, according to the statement.
The statement came after over 10 factories, including some Chinese-funded enterprises, were vandalized and set on fire at an industrial zone in Myanmar's Yangon city on Sunday.
Carrying iron rods, axes and gasoline, the arsonists smashed the security personnel and set fires at the factories' entrances and in warehouses.
Vehicles and nearby shops were also vandalized.
Per reports, several people were injured but identities of arsonists have not been ascertained yet.

赵立坚表示,缅甸中资企业遭打砸抢事件性质十分恶劣。事件发生后,中国驻缅甸使馆第一时间同缅甸中国企业商会和相关企业取得联系,迅速要求当地警方采取有力措施,保障中资企业的安全。缅方已经向涉事地区增派警力和消防力量,加强现场治安处置。中方将继续敦促缅方采取切实措施,制止一切暴力行为。依法查处相关肇事者,确保在缅中资企业人员的生命和财产安全。
关于中方是否考虑撤侨的问题,赵立坚表示,中方密切关注缅甸局势的发展,对中方机构人员安全受到的影响非常关切。中方希望缅方采取切实措施保护在缅中国公民安全 ,坚决避免类似事件再次发生。同时“提醒在缅中国公民提高安全防范意识,加强自身防范措施”。
有人提前发出威胁?
据报道,20余名携带着铁棍、斧头和汽油的纵火者冲进了工厂。在进行打砸后,他们将汽油浇在工厂门口和仓库并强行点燃,起火处浓烟滚滚。多座厂房库房和车辆在这个过程中被烧毁,附近停放的汽车也遭到破坏。
然而早在这一切发生的两天前,就有人在社交平台上对这些中资工厂发出了威胁。
一个官方认证为“缅甸人权网络(BHRN)创始人兼执行主任”的账号“KyawWin”12日在推特上发文警告缅甸军方,称如果在示威过程中“有一个平民被杀,一家中国工厂就会化为灰烬”。
BHRN成立于2015年,总部设在伦敦。

Chinese garment company recalled how factories were brutally smashed, burnt and robbed. Yesterday, Myanmar mobs attacked and made arsons on numbers of garment factories. According to the victims, mobbers were bearing knives, slingshots and axes, only to revenge Chinese people. They shouted: "We don't like you Chinese in Myanmar." Lin Xue, a Chinese-born Myanmese said she was certain "they were mobs, not the military government…robbing amid chaos." General Manager Mr. Gu said his losses have exceeded 100 million RMB yuan.
